Managing wage attachments is one of the most complex undertakings for any payroll department.  As an employer, you want to deliver consistent, accurate and compassionate services to your employees with wage garnishments, but you also must balance this with your obligation to be compliant.

At a minimum, employers are faced with issues such as:

• Complex rules when dealing with multiple wage attachments for one employee.  
• How do you prioritize different types of wage attachments, such as child support, tax liens and student loans.
• Can I charge fees and if so, how much is permitted?
• Am I obligated to comply with out of state orders?
• What type of correspondence is required?
• Do I need to notify an employee when I receive an order?
• What if an employees provides proof that the order has been satisfied?
• How do I handle withholding for employees whose wages vary, such as for hourly and part-time employees?
• How do I handle orders for inactive employees?
• What are the records retention requirements?

• Tim Walstrum, CPP:  Tim is the payroll manager at Cristal USA in Hunt Valley. He obtained his CPP in 2001. He has been in the payroll field for 15 years. Tim is a member of both the Child Support subcommittee and Garnishment subcommittee of the Government Affairs Task Force at APA National.  He has also served as an officer and a director of the CCPA and taught CPP Review classes.
